How the numbers are checked.

This portal reorganizes public records; it does not create new municipal financial statements or crime statistics. The goal is to preserve the meaning of the original source, show calculations separately, and correct errors when a primary source shows something different.

Source hierarchy

Primary records first.

City budget books and minutes are used for municipal finances and recorded votes. Peterborough Police Service and Statistics Canada are used for their respective measures. News coverage may help locate an item, but it is not substituted for the primary record when the primary record is available.

Calculation rule

Published values and derived values stay separate.

When an agency publishes an annual percentage change, the portal uses that published change rather than trying to reconstruct it from rounded display values. Calculations made by the portal are identified as calculations and should be reproducible from the displayed inputs.

Budget definitions

Three numbers that should not be treated as interchangeable.

Gross operating expenditures

The full operating expenditure total before operating revenues are netted against it.

Net Requirement Before Indirect Revenues

The City measure used for the portal’s normalized service trends. It reflects a service after direct revenues but before allocated indirect revenue.

Net Tax Levy

The amount attributed to the property-tax levy after the City’s allocated indirect revenue is applied in the taxpayer-allocation table.

The Budget Explorer now shows a 2026 accounting bridge for major services so a service-trend number is not mistaken for the amount ultimately attributed to property taxes.

Vote archive checks

Recorded-vote integrity rules.

One motion ID per recorded motion. A funding package that Council voted on as one motion is represented as one motion, even if it contained several dollar items.

Member rows must reconcile. For/Against/Absent/Conflict member rows must equal the summary counts and account for all 11 members of Council.

Source URL must match the manifest. Vote records cannot point to a different document than their registered official source.

Special voting rules stay explicit. Strong-mayor provincial-priority votes are not forced into ordinary majority logic where the legislation uses a different threshold.

Correction and source-note log

What changed in the pre-release review.

A correction is logged when the portal changes because a primary source shows a different fact or when two primary City publications use figures that do not fully reconcile.

2024 homelessness funding vote corrected to one package motion

Official General Committee minutes record the four 2025 homelessness funding items as one combined motion carried 9–1, with one member not listed in the recorded vote. Four prior item-level vote records were removed and replaced by the recorded package vote.

2025 crime-rate annual change uses Statistics Canada’s published percentage

Statistics Canada reports Peterborough CMA’s 2025 crime rate at 5,385 per 100,000 and the 2024-to-2025 change at +1%. The portal now uses the published +1% rather than recalculating a percentage from rounded displayed rates.

2026 City publications use two operating-spending presentations

The final 2026 Budget Book Chart 1 reports gross operating expenditures of $454,163,028. The City’s budget-adoption release summarizes $453.9 million in spending on municipal services. The release does not explain the difference, so the portal uses the detailed final Budget Book figure for the chart and flags the summary discrepancy instead of blending the values.

Service trends distinguished from tax-levy attribution

The service trend series uses the City’s Net Requirement Before Indirect Revenues measure. A 2026 bridge now shows Allocated Indirect Revenue and Net Tax Levy for selected major services so readers do not mistake the trend measure for the amount ultimately attributed to property taxes.

Found something?

Errors should be easy to challenge and easy to correct.

Send the figure, page and source you think needs review. A correction should change the portal when the evidence warrants it, not when someone simply disagrees with the interpretation.
